AZ Consolidated Appropriations Act (CAA) ETV Funding

The Consolidated Appropriations Act (CAA) provides temporary support to protect vulnerable youth and young adults impacted by the pandemic. If COVID-19 disrupted your postsecondary educational plan during the spring of 2020, or the 20/21 school year, you may be eligible for CAA assistance through the Education and Training Voucher (ETV) program.

To apply for CAA ETV funds:

CAA ETV funds are limited and the repayment of debt owed to schools is a priority to help young people re-engage with postsecondary education and training programs. The maximum number of years that a youth can receive ETV funding remains five (5) years. Note that completing an ENA form does not confirm program eligibility or guarantee funding.

Once your CAA ETV award has been processed, an award letter will be emailed to you.


AZ ETV Program and AZ Tuition Waiver

Arizona has two educational support programs for foster youth. Arizona Education and Training Voucher (ETV) Program is a federally-funded, state-administered program that can provide youth who are or were in U.S. foster care with up to $12,000 a year (until 9/30/22) for qualified school-related expenses. Funding is limited and available on a first-come, first-served basis to eligible students

Arizona Tuition Waivers available to foster youth and former foster youth attending Arizona public community colleges, four-year colleges, and universities

    • You must be a current or former foster youth who:
      • was in U.S. foster care on or after your 16th birthday for ETV (14th for Tuition Waiver)
      • was adopted from U.S. foster care with the adoption finalized after your 16th birthday for ETV (14th for Tuition Waiver)
    • You must be a U.S. citizen or a qualified non-citizen.
    • You must be a resident of Arizona.
    • Your personal assets (bank account, car, home, etc.) cannot be over $10,000.
    • Has accessed ETV funding less than the 5-year limit (consecutive or intermittent).
    • If you are in good standing and progressing towards earning a credential, you remain eligible for funding until your 26th birthday (23rd for Tuition Waiver).
    • ETV ONLY: You must attend an accredited college, university, technical or vocational school.
    • AZ TUITION WAIVER ONLY: You must attend an Arizona public college or university. You may receive your first funding any time before your 23rd birthday. (AZ Tuition Waiver only)
