ETV partners with Foster Care to Success.  FCS administers ETVs as a comprehensive grant program designed to support the full range of student needs while providing states with a transparent, real-time, data collection system.  An effective ETV Program must do more than just give away funding; it must help young people attend and succeed in post-secondary programs.
